Thailand adopts a scenario-categorisation standard for automated driving — TIS 4773-2569 is identical to ISO 34504
TISI has established มอก. 4773-2569, a standard for categorising test scenarios for automated driving systems. It is an identical adoption of ISO 34504:2024 and applies to automated driving systems from SAE level 3 to level 5.
Not a product safety requirement — a language for designing tests
The Royal Gazette of 8 September 2026 (ราชกิจจานุเบกษา, volume 143, special issue 215 ง, page 14) carried a Ministry of Industry notification establishing มอก. 4773-2569, "Road vehicles — Test scenarios for automated driving systems — Scenario categorization".
The standard sets no safety performance that a vehicle or component must meet. It is a methodology standard about how the "scenarios" used to test an automated driving system are categorised and named. The annex describes it as guidance for categorising scenarios by assigning tags that carry information about them.
The confirmed facts
- Standard number: มอก. 4773-2569
- Relationship to the international standard: an identical adoption by reprinting of ISO 34504:2024(E) Road vehicles — Test scenarios for automated driving systems — Scenario categorization, taking the English ISO text as the basis
- Scope: automated driving systems (ADS) from SAE level 3 to level 5
- Extent and classification: 62 pages, ICS 43.020
- Prepared by: sectoral technical committee 46, vehicle safety
- Signed: 7 August B.E. 2569 (7 August 2026)
- Effective: the day after gazette publication — 9 September 2026
- Legal basis: section 15 of the Industrial Product Standards Act B.E. 2511, as amended by the seventh amendment of B.E. 2558
- There is no clause repealing an earlier edition
What it means in practice
Identical adoption is the convenient part. A scenario catalogue and tagging scheme already built to ISO 34504:2024 does not have to be reworked for Thailand, and a test plan can cite the Thai standard number alongside the ISO reference. The reverse also holds: if an in-house scenario taxonomy has drifted from ISO 34504, aligning terms and tags becomes a prerequisite when planning Thai testing.
The scope boundary is worth noting too. It is fixed at SAE 3 to 5. Level 2 and below ADAS, where the driver remains responsible for monitoring, is not what this standard addresses.
Establishing a standard is not imposing certification
The notification establishes a standard under section 15 of the Industrial Product Standards Act. In Thailand, compliance is compulsory only for products designated by royal decree (พระราชกฤษฎีกา), and this gazette issue did not change that list. A new standard number does not by itself create a pre-import licence requirement for automated driving components.
The same gazette issue also carried standards for low-voltage circuit-breakers and household electrical appliances. The pattern to read here is Thailand moving IEC and ISO international standards into the TIS catalogue in batches.
Affected products and work
- Automated driving systems (ADS, SAE levels 3 to 5)
- Test design and verification planning for ADAS and ADS components
- Vehicle makers and suppliers preparing testing or certification in Thailand
