Two utilities, two approved lists

Distribution in Thailand is shared by two authorities. Bangkok, Nonthaburi and Samut Prakan — the metropolitan area — are served by MEA (การไฟฟ้านครหลวง); the rest of the country by PEA (การไฟฟ้าส่วนภูมิภาค). Each maintains an approved product list for equipment connected to the grid and specifications for equipment it purchases, so the registering authority and the required standards depend on which area the product goes into and for what purpose. For nationwide sales, register with both.

The scope of MEA/PEA work depends on the product, the purpose of supply and the project conditions. We confirm the receiving authority and its required specification first, then organise product and manufacturer documents, test reports and application requirements.

Grid-connected equipment: inverters, EV chargers, meters

Equipment connected to the grid — rooftop solar, EV charging stations, power-quality monitoring — can be installed and connected only if it is on the approved list. PEA runs a dedicated registration system for smart-grid and renewable-energy equipment covering solar inverters, EV chargers and power-quality meters. The system supports new registration requests, status tracking and document submission, the approved product registry, and search for accredited testing laboratories and verification institutes, with document checklists and reference standards (IEC, TIS) per product type. MEA likewise publishes an approved list of inverters for connection to its network and requires testing to its specification.

The core of registration is standards and laboratories. Reports must be to the IEC and TIS standards the utility designates, from laboratories it recognises, and some items carry a verification body's confirmation. Overseas type-test reports are first checked against the standard and laboratory requirements, and gaps are covered in Thailand. For inverters and chargers, firmware determines grid-protection and communication functions, so a firmware change after listing is also checked for re-registration.

Supply equipment: specifications and standards

Equipment the utilities purchase — transformers, cables, switchgear, meters — follows a different route from the approved lists. The utility's specification sets the applicable TIS and IEC standards, test items and documents, and conformity is proven as a condition of the tender or supply contract. Specifications can differ by project, so review starts once the purchase specification is received.

Much of this overlaps with TISI compulsory standards. Wire, cable and transformer-related standards are tested by TISI-designated bodies, so we look at whether both requirements can be covered by one round of testing.

Relationship to TISI and the energy label

MEA/PEA registration is a different scheme from TISI certification and the EGAT energy label. TISI is the sales licence for compulsory-standard products, the energy label is an efficiency marking, and MEA/PEA is grid-connection or supply conformity. Products such as EV chargers can fall under more than one, so each requirement is confirmed separately and overlapping tests are planned at the same laboratory.

Common mistakes

  • Registering with one utility and selling nationwide. The authority differs by area.
  • Assuming overseas type tests are enough. Check the utility's designated standards and recognised laboratories first.
  • Treating the approved list and the supply specification as the same thing. Grid-connected equipment and purchased equipment follow different routes.
  • Not treating a firmware update as a change. If protection functions change, it may need re-registration.
  • Skipping TISI. Compulsory-standard products need the licence separately.

Do we register with MEA or PEA?

The installation area decides. MEA handles distribution in Bangkok and the surrounding metropolitan area; PEA covers the rest of the country. Each runs its own approved product list. For nationwide sales, register with both.

Which products need registration?

Equipment connected to the grid is the main case. PEA's registration system covers solar inverters, EV chargers and power-quality meters, and MEA publishes its own approved list of grid-connected inverters. Equipment the utilities purchase, such as transformers and cables, proves conformity separately against the supply specification.

Can we register with overseas test reports?

They must meet the standards (IEC, TIS) and laboratory requirements the utility sets. The registration system lists recognised laboratories and verification bodies, so existing reports are checked against that scope first and missing items are covered in Thailand.

Is this different from TISI certification or the energy label?

Yes. TISI is the sales licence for compulsory-standard products, the energy label is EGAT's efficiency marking, and MEA/PEA registration is grid-connection or supply conformity. One product can fall under several, so each requirement is confirmed separately.

What if the model or firmware changes after listing?

Re-registration or a change notification may be required depending on the utility's rules. For inverters and chargers, firmware affects protection functions, so this is checked before any change.
