What an IOR does, and does not do

The Importer of Record is the party named as importer on the customs declaration. It is a different role from the regulatory holder (the responsible party named on the licence); depending on the product, the same company may play both or they may be split.

As IOR, Doosigan takes on:

  • Confirming import eligibility and licence scope per product
  • Reviewing shipping documents, labels and import conditions
  • Filing the import declaration in Doosigan's name and coordinating clearance
  • Handing over to the agreed partners after clearance

Outside the scope: stand-alone customs consulting, warehousing and domestic delivery, and sales on your behalf. Logistics and sales belong to your partners; Doosigan is responsible up to the point where the goods pass to them lawfully.

What is checked before shipment

Shipments usually stall at customs because of licence scope, not paperwork. Before shipping we compare the following.

If any one of these is off, delaying the shipment costs less than clearing it.

Customs is linked to the licensing systems

Thai customs is electronically connected to the regulators' licence data. For TISI compulsory-standard products, every import is registered in TISI's National Single Window with the product, quantity, factory, HS code and invoice, referencing the licence number; that data flows to the Customs Department. If there is no licence, or some models are missing from it, the entry goes to a separate review by TISI officers.

Other authorities work on the same principle: the goods declared must match what the regulator has on record. Doosigan performs this registration as importer. How duties and VAT are handled and settled is set in the agreement.

After clearance: handover to partners

Cleared goods pass to the agreed partners. Where a brand works with several SPCs or distribution partners, agreeing each partner's products, quantities and delivery terms in advance lets one import supply several partners. Storage and delivery are handled by the partners or their appointed logistics providers.

If you already import into Thailand, you more often do not need an IOR. We first decide whether product compliance support within your current structure is enough, or whether the brand wants a neutral holder and therefore a separate IOR. In the latter case it is designed as one structure with license holding.

Questions before you begin.

Can imported products be supplied to several partners?

We can assess an onward-supply structure for multiple SPCs or partners. Eligible products, the importer role, receiving parties, delivery scope and costs must be agreed for the specific operation.

We sell only through e-commerce. Do we still need an IOR?

Products sold in Thailand need an importer and a product approval regardless of the sales channel. If an online seller has no Thai entity or cannot hold the licence, license holding and IOR are assessed together.

Can Doosigan act as IOR without license holding?

It depends on the product. Where the licence is issued to the importer, as with TISI, the importer is the licence holder and the two roles are hard to separate. Where the holder is separate, your entity or partner can hold the licence while Doosigan handles the import only.

Do you also provide warehousing and domestic delivery?

Logistics operations are outside the scope. Doosigan takes the import responsibility up to clearance and the handover to partners; storage and delivery are handled by your partners or an appointed logistics provider.

We are a Thai distributor already importing. Do we need an IOR?

Usually not. Supporting new product approvals, test data and label reviews, renewals and changes within your existing import structure is simpler. A separate IOR is considered only when the brand wants a neutral holder or is expanding to several distributors.
