Thai Industrial Standards Institute (TISI, สมอ.) / Mandatory standards
Thailand moves to make 13 types of stainless-steel food utensils subject to mandatory standards — 270 days after Gazette, comments close 29 October
TISI is consulting on the principles of a ministerial regulation making stainless-steel food containers and utensils subject to the mandatory standard TIS 3206-2567. Thirteen product types are covered, from pots, pans and spoons to chopsticks and lunch boxes, with application proposed 270 days after Gazette publication.
What the notice says
On 5 October 2026 TISI published the principles and key issues of a ministerial regulation that would make stainless-steel food containers and utensils subject to a mandatory standard. The announcement is dated 29 September, and TISI's page gives the comment window as 30 September to 29 October.
The standard is TIS 3206-2567 (safety aspects), already issued by Ministry of Industry notification dated 29 May 2024. The regulation would be made under Section 17 of the Industrial Product Standards Act and would apply 270 days after Gazette publication.
Thirteen product types are covered. Consultation added six to the original seven (pots, pans, spatulas, spoons, forks, food trays and tiffin carriers): bowls, chopsticks, dippers, ladles, food boxes and drink containers. The lead time also grew from 120 days to 240 and then 270. The first consultation round opened in August 2022.
Business implications
Once in force, manufacturers and importers will need a TISI licence before making or importing these products, and sellers may only sell licensed products bearing the standard mark. Licences are applied for through E-License.
If you import stainless-steel kitchenware into Thailand, check your range against the 13-item list now. Where it applies, testing to TIS 3206-2567 and the licence application need to fit inside the 270 days. Comments on scope or timing can go to law.go.th or TISI before 29 October. The proposal is still under consultation, so the list and timing may change before it is final.
