Thai Customs requires electronic TISI permit linkage for vacuum flask imports from 13 October

What the notice says

The Thai Customs Department, in Notification No. 116/2569, has added goods for which the permit or certificate data must be linked electronically through the National Single Window (NSW) before the import declaration is filed. The instrument sits under Customs Notification No. 131/2561 on electronic customs procedures for data linked under other laws.

Two items were added.

In the direction column, 0 means import. Export and both-ways are coded 1 and 3 respectively, so these two entries cover imports only. The notification is dated 25 September 2026 and applies from 13 October 2026. It adds to the existing list of linked goods rather than replacing it.

Business implications

Vacuum vessels already sit under a mandatory TIS standard, so the import licence itself is not a new obligation. What changes is the customs step. Where a paper permit used to be enough, the declaration will now be matched against system data — a valid licence that is not reflected in NSW can still stop the entry.

There is not much time before it applies. If you import under these HS codes, confirm three things now: that the product scope of your TISI licence covers the models you actually ship, that the licence details are registered in NSW, and that your customs broker is aware of this notification.

For parts, the scope is those other than glass inners. Shipments of glass inners alone, and declarations that mix complete goods with parts, need their classification settled first.
