Thailand moves six solar and storage product groups toward mandatory TIS standards
TISI has issued draft ministerial regulations that would make solar panels, inverters, cables, fuses, DC circuit-breakers and lithium batteries for energy storage subject to mandatory TIS standards. Consultation has closed, and the panel draft has advanced to a published impact analysis.
What the notice says
TISI (สมอ.) has published a run of draft ministerial regulations (กฎกระทรวง) that would make solar plant equipment subject to mandatory TIS standards, and opened each for comment. Solar panels came first; the remaining five products followed two months later as a single batch.

All consultation windows have closed. The panel draft is a step ahead: on 13 August 2026 TISI published a regulatory impact analysis and a summary of the comments received. Nothing is compulsory yet — a ministerial regulation has to be promulgated with a commencement date before any obligation exists.
Business implications
Once a product is designated in Thailand it needs a TISI licence before import, testing at a designated laboratory, and a quality-system assessment of the overseas manufacturing plant. Each consignment is then registered in NSW at customs. That sequence routinely takes months.
The scope is the part to note. This is not one product but an entire chain — panels, inverters, cables, fuses, DC breakers and storage batteries. If you supply material into Thai solar projects, the exposure is likely spread across the bill of materials rather than sitting on a single line item.
Two things are worth doing now. Map the items you ship against the standard numbers above to see which would be caught, and check whether your existing test reports cover those editions. An IEC report on its own does not satisfy Thailand, which requires testing at a designated laboratory and a factory audit — starting after designation is confirmed makes delivery dates hard to hold.
