Thailand issues three low-voltage electrical TIS standards; the battery-charger standard is replaced

The Royal Gazette of 8 September 2026 carried TIS standards for low-voltage circuit-breakers, battery chargers and robotic lawnmowers. The charger standard repeals the notification behind มอก. 1676-2561 and takes effect after 120 days.

Three notifications in one gazette issue

The Royal Gazette of 8 September 2026 (ราชกิจจานุเบกษา, volume 143, special issue 215 ง) carried three Ministry of Industry notifications on consecutive pages. All three were signed on 7 August 2026 under section 15 of the Industrial Product Standards Act B.E. 2511, as amended by the seventh amendment of B.E. 2558.

What the circuit-breaker standard covers

มอก. 60947 เล่ม 2-2569 adopts the IEC 60947-2 family. It runs to 281 pages, is classified under ICS 29.130.20, and was prepared by sectoral technical committee 86, which covers equipment for generating, transmitting, distributing, converting, controlling, measuring, protecting and storing electrical energy. The annex to the notification states the scope as follows.

  • Circuit-breakers whose main contacts are intended to be connected to circuits rated at or below 1,000 V AC or 1,500 V DC, installed and used by instructed or skilled persons. Additional requirements for integrally fused circuit-breakers are included.
  • It also applies to circuit-breakers rated at or below 1,000 V AC that carry at least one further rating above 1,000 V AC but not exceeding 1,500 V AC.
  • It applies regardless of rated current, method of construction or intended application, and circuit-breakers conforming to it are suitable for isolation.

Detailed requirements are split across annexes: residual-current protection (Annex B), aluminium conductor connections (D), electronic overcurrent protection (F), IT earthing systems (H), electromagnetic compatibility (J), circuit-breakers not covered by overcurrent-protection requirements (L), residual-current modules without an integral breaking device (M), EMC of auxiliary devices (N), instantaneous trip (O), direct-current circuits for photovoltaic applications (P), and residual-current protection with automatic reclosing (R). A note points to IEC TS 63208 for cybersecurity requirements.

What falls outside the standard matters just as much in practice. Circuit-breakers for overcurrent protection in household and similar installations, designed for use by uninstructed persons, sit under มอก. 60898 (IEC 60898), and circuit-breakers for appliances sit under มอก. 60934 (IEC 60934). Additional requirements for circuit-breakers used as direct-on-line starters are in IEC 60947-4-1. Special applications — traction, rotary machines, marine use, the output side of variable-frequency drives, potentially explosive atmospheres — may attract further or specific requirements. Deciding which standard a product falls under is what fixes the test scope and the quotation.

Battery chargers: the previous standard steps aside

The charger notification is the one with a clock on it. It repeals Ministry of Industry notification No. 5529 of B.E. 2562 (2019), dated 30 September 2562, which had established the existing battery-charger safety standard มอก. 1676-2561, and puts มอก. 60335 เล่ม 2(29)-2569 in its place. The preamble states the purpose as improving on มอก. 1676-2561.

The commencement rule also differs. Where the circuit-breaker and lawnmower standards take effect the day after publication, the charger standard takes effect once 120 days have elapsed from the date of gazette publication — in early January 2027. That window is the transition. If a product already holds a test report or TISI mark against the earlier standard, this is the time to map the differences in test requirements.

A new standard is not a new certification duty

All three notifications establish standards under section 15 of the Industrial Product Standards Act. In Thailand, compliance is compulsory only for products designated by a separate royal decree (พระราชกฤษฎีกา), and this gazette issue does not touch that list. Reading a new standard number as a new pre-import licence requirement would be a mistake.

The reverse conclusion is equally wrong. Where a product is already subject to a mandatory standard, a change in the applicable edition affects the valid scope of test reports and what the licence records. Mandatory status is determined by comparing the current royal-decree list with the scope clause of the standard itself; a similar product name settles nothing.

What to check now

  • For circuit-breakers, start from the voltage and current rating, whether the user is an instructed or skilled person, and whether the installation is domestic. That decides between มอก. 60947 เล่ม 2, 60898 and 60934.
  • Circuit-breakers for photovoltaic DC circuits have their own Annex P. Check whether an existing test report covers that scope.
  • For battery chargers held against มอก. 1676-2561, build a side-by-side comparison of the old and new requirements before the 120 days run out.
  • Mandatory-standard status is determined separately, by comparing the product specification against the current royal-decree list.
